    1                        A bill to be entitled                      
    2         An act relating to environmental control; directing
    3         the Department of Environmental Protection to develop
    4         a plan for the implementation of an expedited
    5         permitting process for nuclear power plants; directing
    6         the department to develop a plan for the
    7         implementation of an offshore drilling program;
    8         providing requirements for the plans; requiring the
    9         plans to be submitted to the Legislature by a
   10         specified date; providing an effective date.

   12  Be It Enacted by the Legislature of the State of Florida:
   13  
   14         Section 1. The Department of Environmental Protection is
   15  directed to develop a plan, including legislative
   16  recommendations, for the implementation of an expedited
   17  permitting process for the development and construction of
   18  nuclear power plants that reduces the amount of time for
   19  granting such a permit by half. The plan must be submitted to
   20  the President of the Senate and the Speaker of the House of
   21  Representatives no later than December 31, 2009.
   22         Section 2. The Department of Environmental Protection is
   23  directed to develop a plan, including legislative
   24  recommendations, for the implementation of an offshore oil
   25  drilling program. The plan must be submitted to the President of
   26  the Senate and the Speaker of the House of Representatives no
   27  later than December 31, 2009.
   28         Section 3. This act shall take effect July 1, 2009.
