Florida Senate - 2009 SB 2300 By Senator Joyner 18-01624A-09 20092300__ 1 A bill to be entitled 2 An act relating to the Florida Energy and Climate 3 Commission; requiring the commission to prepare a 4 report that identifies ways in which to increase the 5 energy-efficiency practices of low-income households; 6 requiring the report to include certain determinations 7 and recommendations; requiring that the report be 8 submitted to the Legislature by a specified date; 9 providing an effective date. 10 11 Be It Enacted by the Legislature of the State of Florida: 12 13 Section 1. (1) The Florida Energy and Climate Commission 14 shall prepare a report that: 15 (a) Identifies methods of increasing energy-efficiency 16 practices among low-income households as defined in s. 420.9071, 17 Florida Statutes. The commission shall, at a minimum, identify 18 energy-efficiency programs that are currently offered to low 19 income households by community action agencies, community-based 20 organizations, and utility companies in this state and similar 21 programs that are offered to low-income households in other 22 states. 23 (b) Determines the statewide impact of improving the level 24 of the energy efficiency of rental housing stock, including, but 25 not limited to, the environmental benefits of the improvements 26 and the potential fiscal impact with respect to property 27 tenants, owners, and landlords and to the economy. The 28 commission shall consider the relative equity and economic 29 efficiency of the cost share for such energy-efficiency 30 improvements. 31 (c) Provides recommendations for implementing energy 32 efficiency practices among residents of low-income households. 33 (2) The commission shall submit the report to the President 34 of the Senate and the Speaker of the House of Representatives by 35 December 1, 2009. 36 Section 2. This act shall take effect upon becoming a law.
