8 Section 2. Paragraph (b) of subsection (32) of section
9 320.08058, Florida Statutes, is amended, and subsections (69),
10 (70), (71), (72), (73), (74), and (75) are added to section
11 320.08058, Florida Statutes, to read:
12 320.08058 Specialty license plates.—
13 (32) UNITED WE STAND LICENSE PLATES.—
14 (b) The department shall retain all revenues from the sale
15 of such plates until all startup costs for developing and
16 issuing the plates have been recovered. Thereafter,
17 notwithstanding the provisions of s. 332.14, 100 percent of the
18 annual use fee shall be distributed to the Department of
19 Transportation SAFE Council for the development and
20 implementation of programs to fund a grant program to enhance
21 security at airports throughout the state, pursuant to s.
22 332.14. Up to 10 percent of the annual use fee revenue may be
23 used for administration, promotion, and marketing of the plate,
24 including the annual audit and compliance affidavit costs.
25 (69) GO GREEN FLORIDA LICENSE PLATES.—
26 (a) The department shall develop a Go Green Florida license
27 plate as provided in this section. The plate must bear the
28 colors and design approved by the department. The word “Florida”
29 must appear at the top of the plate, and the words “Go Green
30 Florida” must appear at the bottom of the plate. The Go Green
31 Florida emblem or logo must appear on the plate.
32 (b) The requirements of s. 320.08053 must be met before the
33 issuance of the plate.
34 (c) The proceeds from the sale of the plate shall be
35 distributed to the Coalition for Renewable Energy Solutions,
36 Inc. After reimbursement for documented costs expended to
37 establish the plates and for annual auditing costs, the
38 coalition shall use the proceeds of the annual use fees in the
39 following manner:
40 1. A maximum of 5 percent shall be used for administrative
41 costs directly associated with the management and distribution
42 of the proceeds.
43 2. A maximum of 25 percent shall be used for the continuing
44 statewide promotion and marketing of the plate.
45 3. Seventy percent shall be used to fund the Renewable
46 Energy and Energy-Efficient Technology Grants Program pursuant
47 to s. 377.804, the Solar Energy System Incentives Program
48 pursuant to s. 377.806, under the Florida Energy and Climate
49 Commission, or other educational programs dedicated to providing
50 effective alternative energy practices.
51 (d) The coalition shall comply with the financial audit
52 requirements of s. 320.08062.
53 (e) The Go Green Florida emblem or logo may be used as a
54 decal by the department in recognition of energy-efficient
55 vehicle usage and practices. However, the display of the decal
56 is not a substitute for a license plate.
57 (70) FLORIDA BIODIVERSITY FOUNDATION LICENSE PLATES.—
58 (a) The department shall develop a Florida Biodiversity
59 Foundation license plate as provided in this section. The plate
60 must bear the colors and design approved by the department. The
61 word “Florida” must appear at the top of the plate, and the
62 words “Save Wild Florida” must appear at the bottom of the
63 plate.
64 (b) The annual use fees shall be distributed to the Florida
65 Biodiversity Foundation Inc., which shall retain 50 percent of
66 the proceeds until the startup costs to develop and establish
67 the plates have been recovered. Thereafter, the proceeds shall
68 be used as follows:
69 1. A maximum of 25 percent of the proceeds may be used to
70 fund the administrative, promotion, and marketing costs of the
71 license plate program and the foundation.
72 2. The remaining fees shall be used by the foundation to
73 fund research, education, and scientific study of the diversity
74 of animals and plants and to aid in the preservation, study,
75 conservation, and recovery of imperiled organisms.
76 (71) TOOMEY FOUNDATION FOR THE NATURAL SCIENCES LICENSE
77 PLATES.—
78 (a) The department shall develop a Toomey Foundation for
79 the Natural Sciences license plate as provided in this section.
80 The plate must bear the colors and design approved by the
81 department. The word “Florida” must appear at the top of the
82 plate, and the words “Preserving the Past” must appear at the
83 bottom of the plate.
84 (b) The annual use fees shall be distributed to the Toomey
85 Foundation for the Natural Sciences, Inc., which shall retain 50
86 percent of the proceeds until the startup costs to develop and
87 establish the plates have been recovered. Thereafter, the
88 proceeds shall be used as follows:
89 1. A maximum of 25 percent of the proceeds may be used to
90 fund the administrative, promotion, and marketing costs of the
91 license plate program and the foundation.
92 2. The remaining fees shall be used by the foundation to
93 acquire, manage, and preserve properties that are of scientific
94 importance to paleontologists, archeologists, or geologists for
95 the purposes of research and education, and to promote and
96 protect the unique natural sciences of this state.
97 (72) TRINITY LICENSE PLATES.—
98 (a) The department shall develop a Trinity license plate as
99 provided in this section. The plate must bear the colors and
100 design approved by the department. The word “Florida” must
101 appear at the top of the plate and the words “Sunshine State”
102 must appear at the bottom of the plate.
103 (b) The annual use fees shall be distributed to the Toomey
104 Foundation for the Natural Sciences, Inc., which shall retain 50
105 percent of the proceeds until the startup costs to develop and
106 establish the plates have been recovered. Thereafter, the
107 proceeds shall be used as follows:
108 1. A maximum of 25 percent of the proceeds may be used to
109 fund the administrative, promotion, and marketing costs of the
110 license plate program and the foundation.
111 2. The remaining fees shall be used by the foundation to
112 support educational, research, and scientific activities in this
113 state, including the distribution of funds to qualified entities
114 in furtherance of the stated purposes of the foundation.
115 (73) FRATERNAL ORDER OF POLICE LICENSE PLATES.—
116 (a)1. The department shall develop a Fraternal Order of
117 Police license plate as provided in this section. The plate must
118 bear the colors and design approved by the department. The word
119 “Florida” must appear at the top of the plate and the words
120 “Fraternal Order of Police” must appear at the bottom of the
121 plate.
122 2. The department may issue the plate only to an applicant
123 who submits a notarized letter from the Florida State Lodge of
124 the Fraternal Order of Police stating that the applicant is a
125 member of the lodge in good standing or a member of a lodge
126 member’s family, together with other fees and documents required
127 for a specialty plate.
128 (b) The annual use fees shall be distributed to the Florida
129 State Lodge of the Fraternal Order of Police, which shall retain
130 all proceeds until the startup costs to develop and establish
131 the plate have been recovered. Thereafter, the proceeds shall be
132 distributed to the Florida State Lodge Memorial Foundation of
133 the Fraternal Order of Police and used as follows:
134 1. A maximum of 25 percent of the proceeds may be used to
135 promote and market the plate, to administer the license plate
136 program, and to pay administrative costs directly associated
137 with the state Fraternal Order of Police Law Enforcement
138 Memorial.
139 2. The remaining fees shall be used by the foundation to
140 fund projects, programs, or events related to the memorial or to
141 fund improvements, maintenance, or other support for the
142 memorial.
143 (74) AUTISM LICENSE PLATES.—
144 (a) The department shall develop an Autism license plate as
145 provided in this section. Autism license plates must bear the
146 colors and design approved by the department. The word “Florida”
147 must appear at the top of the plate, and the words “Support
148 Autism Programs” must appear at the bottom of the plate.
149 (b) The proceeds from the license plate annual use fee
150 shall be distributed to Achievement and Rehabilitation Centers,
151 Inc., to fund service programs for autism and related
152 disabilities throughout the state and to operate and establish
153 programs to support individuals with autism and related
154 disabilities through direct services, evaluation, training, and
155 awareness. Achievement and Rehabilitation Centers, Inc., shall
156 establish an Autism Services Grant Council whose membership
157 shall be drawn from among stakeholders throughout the state who
158 represent the interests of individuals with autism and related
159 disabilities. The grant council shall provide grants from
160 available Autism license plate proceeds to nonprofit
161 organizations throughout the state to establish or operate
162 direct services and programs for individuals with autism and
163 related disabilities and their families or to market the Autism
164 license plate. Consideration for participation in such services
165 and programs shall be given to applicants who are children or
166 adults with autism and related disabilities and their families
167 and shall include those who are on the Agency for Persons with
168 Disabilities waiting lists for services. Achievement and
169 Rehabilitation Centers, Inc., shall also establish an Autism
170 License Plate Fund. Moneys in the fund shall be used by the
171 grant council as provided in this paragraph. All funds received
172 under this subsection must be used in this state.
173 (c) Achievement and Rehabilitation Centers, Inc., may
174 retain all proceeds from the annual use fee up to $85,000 until
175 all documented startup costs for developing and establishing the
176 plate have been recovered. Thereafter, the proceeds from the
177 annual use fee shall be used as follows:
178 1. Achievement and Rehabilitation Centers, Inc., may use up
179 to 10 percent of the proceeds from the annual use fee for all
180 administrative costs associated with the operation of the Autism
181 Services Grant Council, the Autism License Plate Fund, and the
182 programs established and operated as provided in subparagraph
183 2., including the costs of an annual audit or compliance
184 affidavit.
185 2. Achievement and Rehabilitation Centers, Inc., may use up
186 to 25 percent of the proceeds from the annual use fee to
187 establish and operate programs statewide to support individuals
188 with autism and related disabilities and their families through
189 direct services, evaluation, and training.
190 3. Achievement and Rehabilitation Centers, Inc., shall
191 disburse 15 percent of the proceeds from the annual use fee to
192 the Center for Autism and Related Disabilities at the University
193 of Miami for distribution to the seven regional autism centers
194 created under s. 1004.55. To the extent possible, the director
195 of the Center for Autism and Related Disabilities at the
196 University of Miami shall distribute funds proportionately among
197 the regional centers. The regional centers shall use the funds
198 to support the services they provide.
199 4. Achievement and Rehabilitation Centers, Inc., shall
200 disburse 50 percent of the proceeds from the annual use fee to
201 the Autism Services Grant Council, which shall provide grants to
202 nonprofit organizations throughout the state to establish or
203 operate direct services and programs for individuals with autism
204 and related disabilities and their families or to market the
205 Autism license plate.

207 All grant recipients, the Achievement and Rehabilitation
208 Centers, Inc., and the Center for Autism and Related
209 Disabilities at the University of Miami shall provide to the
210 Autism Services Grant Council an annual program and financial
211 report regarding the use of the proceeds from the annual use
212 fee. The report shall be made available to the public.
213 (75) “I BELIEVE” LICENSE PLATES.—Notwithstanding s.
214 320.08053, the department shall develop an “I Believe” license
215 plate as provided in this section.
216 (a) “I Believe” license plates must bear the colors and
217 design approved by the department. The word “Florida” must
218 appear at the top of the plate, and the words “I Believe” must
219 appear at the bottom of the plate.
220 (b) The requirements of s. 320.08053 must be met before the
221 issuance of the plate. Thereafter, the license plate annual use
222 fees shall be distributed to Faith in Teaching, Inc., to fund
223 activities, programs, and projects that promote faith-based
224 education for youth within the state. Faith in Teaching, Inc.,
225 may retain all revenue from the annual use fees until all
226 startup costs for developing and establishing the plate have
227 been recovered. Thereafter, up to 10 percent of the annual use
228 fee revenue may be used for administrative, promotional, and
229 marketing costs.
