Florida Senate - 2009 SM 2378 By Senator Haridopolos 26-02205-09 20092378__ 1 Senate Memorial 2 A memorial to the Congress of the United States, 3 urging Congress to adopt and submit to the states for 4 ratification an amendment to the Constitution of the 5 United States to provide term limits for United States 6 Senators and Representatives. 7 8 WHEREAS, the citizens of Florida have, by an overwhelming 9 majority, expressed their desire that elected officials be 10 subject to limits on their terms of office, and 11 WHEREAS, the qualifications for election to the Congress of 12 the United States are prescribed in the United States 13 Constitution, and 14 WHEREAS, in order to carry out the intent of the people of 15 the State of Florida, an amendment to the United States 16 Constitution is required, NOW, THEREFORE, 17 18 Be It Resolved by the Legislature of the State of Florida: 19 20 That the Congress of the United States is requested to 21 adopt and submit to the states for ratification an amendment to 22 the Constitution of the United States which contains the 23 following provisions: 24 1. That a person may not serve in the office of United 25 States Representative for more than six terms, except that, with 26 respect to any person who is serving as a United States 27 Representative on the date that a constitutional amendment 28 providing Congressional term limits is ratified or who has 29 served as a United States Representative before that date, such 30 person may not serve more than one additional term. 31 2. That a person may not serve in the office of United 32 States Senator for more than two terms, except that, with 33 respect to any person who is serving as a United States Senator 34 on the date that a constitutional amendment providing 35 Congressional term limits is ratified or who has served as a 36 United States Senator before that date, such person may not 37 serve more than one additional term. 38 3. That the Congressional term limit amendment submitted to 39 the states for ratification have no time limit within which it 40 must be ratified. 41 BE IT FURTHER RESOLVED that copies of this memorial be 42 dispatched to the President of the United States, to the 43 President of the United States Senate, to the Speaker of the 44 United States House of Representatives, and to each member of 45 the Florida delegation to the United States Congress.
