    4         “front-loading clothes washer”; requiring water
    5         management districts to develop and implement
    6         incentive programs for local governments to adopt
    7         consumer rebate programs for specified clothes
    8         washers; specifying a limitation; providing an
    9         effective date.

   11  Be It Enacted by the Legislature of the State of Florida:
   12  
   13         Section 1. Section 373.187, Florida Statutes, is created to
   14  read:
   15         373.187 Local front-loading washer rebates.—
   16         (1) As used in this section, the term “front-loading
   17  clothes washer” means a residential clothes washer that is
   18  designed to be loaded from the front of the machine and has an
   19  Energy Star water factor of 8.0 or less.
   20         (2) Each water management district shall develop and
   21  implement an incentive program to encourage all municipal and
   22  county governments within the district to adopt consumer rebate
   23  programs for the purchase of front-loading clothes washers.
   24         (3) Rebate programs shall prohibit consumers from receiving
   25  more than one rebate for the same purchase, and only one rebate
   26  shall be allowed for each eligible product.
   27         Section 2. This act shall take effect July 1, 2009.
