       The Committee on Children, Families, and Elder Affairs (Wise)
       recommended the following:
       
    1         Senate Amendment

    4  and insert:

    6         1998, The fees from the licensure of service components are
    7  sufficient to cover at least 50 percent of the costs of
    8  regulating the service components. The department shall specify
    9  by rule a fee range for public and privately funded and phase-in
   10  plan for privately funded licensed service providers and a fee
   11  range and phase-in plan for publicly funded licensed service
   12  providers. Fees for privately funded licensed service providers
   13  must exceed the fees for publicly funded licensed service
   14  providers. During promulgation of the rule governing the
   15  licensure process and fees, the department shall carefully
   16  consider the potential adverse impact on small, not-for-profit
   17  service providers. The first year phase-in licensure fees must
   18  be at least $150 per initial license. The rule must provide for
   19  a reduction in licensure fees for licensed service providers who
   20  hold more than one license.
