       The Committee on Commerce (Oelrich) recommended the following:
       
    1         Senate Amendment to Amendment (506528) 
    2  
    3         Delete lines 625 - 631
    4  and insert:
    5  available in this chapter. The commission shall resolve on an
    6  expedited basis any complaints of anti-competitive behavior
    7  concerning a local preferred carrier freeze. The
    8  telecommunications company that is asserting the existence of a
    9  local preferred carrier freeze, which is the subject of the
   10  complaint, shall have the burden of proving through competent
   11  evidence that the customer did in fact request the freeze.
