House . . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on General Government Appropriations (Dean) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Between lines 1394 and 1395 4 insert: 5 Section 25. (1) Upon completion of the project to develop 6 passive strategies for nitrogen reduction which complement the 7 use of conventional onsite wastewater treatment systems, as 8 provided in Specific Appropriation 1682 of the General 9 Appropriations Act of 2008-2009, the Department of Health shall 10 submit a final report to the Executive Office of the Governor, 11 the President of the Senate, and the Speaker of the House of 12 Representatives. 13 (2) Notwithstanding s. 369.318(2), Florida Statutes, the 14 Department of Health shall suspend rulemaking to achieve 15 nitrogen reductions that are protective of groundwater quality 16 within the Springs Study Area until the project is completed. 17 The department shall resume rulemaking for such purpose upon the 18 adjournment sine die of the next regular session of the 19 Legislature beginning after the department submits the project’s 20 final report. 21 22 ================= T I T L E A M E N D M E N T ================ 23 And the title is amended as follows: 24 Delete line 112 25 and insert: 26 date; requiring that the Department of Health submit a 27 final report to the Executive Office of the Governor 28 and the Legislature after completing the project to 29 develop passive strategies for nitrogen reduction that 30 complement the use of conventional onsite wastewater 31 treatment systems; requiring that the department 32 suspend rulemaking to achieve nitrogen reductions that 33 are protective of groundwater quality within the 34 Springs Study area until the project is complete; 35 providing for such rulemaking to resume; providing 36 effective dates.
