House Comm: RCS . 03/17/2009 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Environmental Preservation and Conservation (Constantine) recommended the following: 1 Senate Amendment to Amendment (768904) 2 3 Delete lines 392 - 403 4 and insert: 5 (2) The Department of Agriculture and Consumer Services 6 shall be the lead agency in coordinating the reduction of 7 agricultural nonpoint sources of pollution for springs 8 protection. The Department of Agriculture and Consumer Services, 9 and the department pursuant to s. 403.067(7)(c)4, shall study 10 and if necessary, in cooperation with the other cooperating 11 entities, applicable local governments and stakeholders, 12 initiate rulemaking to implement new or revised best management 13 practices for improving and protecting springs. As needed to 14 implement the new or revised practices, the Department of 15 Agriculture and Consumer Services, shall revise its best 16 management practices rules to require implementation of the 17 modified practice within a reasonable time period as specified 18 in the rule. 19 20
