Upon completion of the Department of Health’s 6 project, as required by Specific Appropriation 1682 of the 2008 7 2009 General Appropriations Act, to develop passive strategies 8 for nitrogen reduction which complement the use of conventional 9 onsite wastewater treatment systems, the Department of Health 10 must submit a final report to the Governor, the President of the 11 Senate, and the Speaker of the House of Representatives before 12 adopting rules or criteria that are more stringent than 13 currently exist unless specifically directed by statute to do so 14 or necessary to protect the health, safety, or welfare of the 15 public. 16 Section 12.
