Florida Senate - 2009 (NP) SR 2800 By Senators Atwater, King, Pruitt, and Lawson 25-04811C-09 20092800__ 1 Senate Resolution 2 A resolution recognizing the outstanding public 3 service and lifetime achievements of Mallory E. Horne 4 and designating Room 37 in the Senate Office Building 5 the “Mallory Horne Committee Room.” 6 7 WHEREAS, Mallory E. Horne was born in Tavares, Florida, on 8 April 17, 1925, and 9 WHEREAS, Mallory E. Horne graduated with distinction from 10 Leon High School in Tallahassee and immediately enlisted in the 11 United States Army Air Corps to fight in World War II, and 12 WHEREAS, Mallory E. Horne was rated the top flight school 13 graduate in the nation and was chosen to attend the United 14 States military’s first-ever advanced aerial combat training, 15 now known as “Top Gun,” and 16 WHEREAS, after the war, Mallory E. Horne continued to serve 17 in the United States Air Force and Air Force Reserve and was 18 honorably discharged at the rank of captain, and 19 WHEREAS, Mallory E. Horne attended the University of 20 Florida, where he served as chancellor of the Honor Corps and, 21 in 1949, was elected president of the senior class, and 22 WHEREAS, Mallory E. Horne began the practice of law, 23 opening his own firm in Tallahassee, and was elected statewide 24 president of the Junior Bar of Florida, and 25 WHEREAS, while still in his twenties, Mallory E. Horne was 26 elected to the Florida House of Representatives, where his 27 leadership abilities were immediately recognized and he enjoyed 28 a rapid rise to prominence, culminating with his election as 29 Speaker of the House of Representatives, and 30 WHEREAS, upon leaving the House Of Representatives, Mallory 31 E. Horne was elected to the Florida Senate, where, in 1973-1974, 32 he served as Senate President, becoming the only person since 33 Reconstruction to serve in both offices, and 34 WHEREAS, as a legislator, Mallory E. Horne was known for 35 his spellbinding orations and his willingness to take 36 principled, and sometimes unpopular, stands, and 37 WHEREAS, while Mallory E. Horne’s entire legislative body 38 of work is worthy of recognition, three of his greatest 39 accomplishments are the implementation of fair legislative 40 apportionment, the complete executive reorganization of all 41 three branches of government, and his tireless efforts to retain 42 Tallahassee as the state capital, and 43 WHEREAS, Mallory E. Horne served as member on the first 44 Constitutional Advisory Commission, as general counsel to the 45 Department of Agriculture and the Florida Senate, and as 46 chairman of the Public Employee Relations Commission, and 47 WHEREAS, throughout his career as a high-profile lawyer, 48 Mallory E. Horne has given generously of his time and energy in 49 providing pro bono legal assistance to low-income individuals 50 and supporting the work of volunteer legal services 51 organizations, NOW, THEREFORE, 52 53 Be It Resolved by the Senate of the State of Florida: 54 55 That the Senate recognizes and celebrates the unparalleled 56 legislative service of Mallory E. Horne in the Florida House of 57 Representatives and the Florida Senate and honors his commitment 58 to public service. 59 BE IT FURTHER RESOLVED that in recognition of Mallory E. 60 Horne’s outstanding public service and lifetime achievements, 61 the Senate designates Room 37 of the Senate Office Building, 62 known as “Committee Room A” during his time of service in the 63 Legislature, as the “Mallory Horne Committee Room.” 64 BE IT FURTHER RESOLVED that a copy of this resolution, with 65 the Seal of the Senate affixed, be presented to Mallory E. Horne 66 as a tangible token of the sentiments of the Florida Senate.
