3	Amendment to Amendment (210765) (with directory and title
4	amendments)
5	Between lines 774-775, insert:
6	(10)  Notwithstanding subsections (2), (4), (5), (6), and
7	(7), and (13), any municipality designated as a rural area of
8	critical economic concern pursuant to s. 288.0656 which is
9	located within a county eligible to levy the Small County Surtax
10	under s. 212.055(3) shall be considered certified during the
11	effectiveness of the designation of rural area of critical
12	economic concern. The state land planning agency shall provide a
13	written notice of certification to the local government of the
14	certified area, which shall be considered final agency action
15	subject to challenge under s. 120.569. The notice of
16	certification shall include the following components:
17	(a)  The boundary of the certification area.
18	(b)  A requirement that the local government submit either
19	an annual or biennial monitoring report to the state land
20	planning agency according to the schedule provided in the
21	written notice. The monitoring report shall, at a minimum,
22	include the number of amendments to the comprehensive plan
23	adopted by the local government, the number of plan amendments
24	challenged by an affected person, and the disposition of those
25	challenges.
