       The Committee on Community Affairs (Ring) recommended the
       following:
       
    1         Senate Amendment 
    2         
    3         Delete line 183
    4  and insert:
    5  after being designated as a dense urban land area.
    6  Transportation concurrency exception areas do not apply to
    7  designated transportation concurrency districts within a county
    8  that has a population of at least 1.5 million that has
    9  implemented and uses a transportation-related concurrency
   10  assessment to support alternative modes of transportation, such
   11  as mass transit, and does not levy transportation impact fees
   12  within the concurrency district.
