       The Committee on Community Affairs (Bennett) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 469 and 470
    4  insert:
    5         Section 5. Paragraph (f) is added to subsection (3) of
    6  section 163.32465, Florida Statutes, to read:
    7         163.32465 State review of local comprehensive plans in
    8  urban areas.—
    9         (3) PROCESS FOR ADOPTION OF COMPREHENSIVE PLAN AMENDMENTS
   10  UNDER THE PILOT PROGRAM.—
   11         (f) In addition to the pilot program jurisdictions, any
   12  local government may use the alternative state review process to
   13  designate an urban service area as defined in s. 163.3164(29) in
   14  its comprehensive plan.
   15         Section 6. It is the intent of the Legislature that any
   16  amendments to s. 163.32465, Florida Statutes, relating to the
   17  alternative state review pilot program, which are enacted during
   18  the 2009 legislative session, by any law other than by this act
   19  are of no effect and the provisions of this act shall prevail.

   24  insert:
   25  amending s. 163.32465, F.S.; allowing local governments to use
   26  the alternative state review process to designate urban service
