       The Committee on Transportation (Dockery) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 194 and 195
    4  insert:
    5  Notwithstanding the provisions of this subparagraph, a
    6  development is subject to the transportation concurrency
    7  requirements if the development’s only means of unrestricted
    8  vehicular access is the Intrastate Highway System.

   13  and insert:
