       Senator Bennett moved the following:
       
    1         Senate Amendment (with directory and title amendments)

    3         Between lines 131 and 132
    4  insert:
    5         163.3164 Local Government Comprehensive Planning and Land
    6  Development Regulation Act; definitions.—As used in this act:
    7         (35) "Backlog" means a facility or facilities on which the
    8  adopted level-of-service standard is exceeded by the existing
    9  trips, plus additional projected background trips from any
   10  source other than the development project under review that are
   11  forecast by established traffic standards, including traffic
   12  modeling, consistent with the University of Florida, Bureau of
   13  Economic and Business Research medium population projections.
   14  Additional projected background trips are to be coincident with
   15  the particular stage or phase of development under review.
