       The Committee on Environmental Preservation and Conservation
       (Rich) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 194 and 195
    4  insert:
    5  Notwithstanding the provisions of this subparagraph, a
    6  development is subject to transportation concurrency
    7  requirements if the development does not have full legal access
    8  to a local public roadway that has direct connectivity to the
    9  local public roadway network located within the jurisdiction of
   10  the local government approving the development.

   13         And the title is amended as follows:
   14         Delete line 23
   15  and insert:
   16         areas; providing that a development without full legal
