       The Committee on Transportation (Baker) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 489 - 500
    4  and insert:
    5  (b) The Legislature determines that the state shall evaluate and
    6  consider the implementation of a mobility fee to replace the
    7  existing transportation concurrency system set forth in s.
    8  163.3180. The mobility fee should be designed to provide for
    9  mobility needs, ensure that all development provides mitigation
   10  for its impacts on the transportation system in approximate
   11  proportionality to those impacts, fairly distribute the fee
   12  among the governmental entities responsible for maintaining the
   13  impacted roadways, and promote compact, mixed-use, and energy
   14  efficient development.
   15  (2) The state land planning agency and the Department of
   16  Transportation shall continue their current mobility fee studies
   17  and submit to the President of the Senate and the Speaker of the
   18  House of Representatives joint reports no later than December 1,
   19  2009, for the purpose of initiating legislative revisions
   20  necessary to implement the mobility fee in lieu of the existing
   21  transportation concurrency system.
