       The Committee on Transportation (Siplin) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete line 240
    4  and insert:
    5  district. This paragraph does not apply to any county that has
    6  exempted more than 40 percent of the area inside the urban
    7  service area from transportation concurrency for the purpose of
    8  encouraging urban infill and redevelopment.
