A bill to be entitled
2An act relating to state funding for medical student
3education; requiring state funding for medical student
4education at state university colleges of medicine using a
5funding methodology that provides a base level of state
6support on a per-student basis; providing requirements for
7the funding methodology to be determined by the Board of
8Governors of the State University System in consultation
9with the Office of Program Policy Analysis and Government
10Accountability; requiring an annual update of the funding
11methodology; providing for startup funding for new medical
12schools; authorizing supplemental funding; requiring
13maintenance of college accreditation; providing an
14effective date.

16Be It Enacted by the Legislature of the State of Florida:

18     Section 1.  Apportionment of state funds for medical
19student education.--
20     (1)  To provide appropriate and equitable funding for
21medical student education, the state shall use a funding
22methodology that provides a consistent base level of state
23support on a per-student basis at all colleges of medicine at
24state universities regardless of which public institution the
25student attends. The funding methodology shall be based on costs
26associated with the 4-year Doctor of Medicine degree as
27determined by the Board of Governors of the State University
28System in consultation with the Office of Program Policy
29Analysis and Government Accountability. The funding methodology
30shall be updated annually based on inflation and the cost of
31other policy adjustments.
32     (2)  New medical schools that may be authorized by the
33Legislature may receive startup funding that is not provided on
34a per-student basis until such time as the first class has
35graduated.
36     (3)  In addition to the per-student, base-level funding,
37any college of medicine at a state university may be provided a
38per-student supplement to support its unique mission or other
39policy initiatives of the Legislature. Supplemental per-student
40funding shall be determined by the Board of Governors of the
41State University System in consultation with the Office of
42Program Policy Analysis and Government Accountability.
43     (4)  In order for a college of medicine at a state
44university to receive funding pursuant to this section, the
45college of medicine must maintain its accreditation.
46     (5)  A college of medicine at a state university may seek
47nonstate funds to augment funds received under the provisions of
48this section.
49     Section 2.  This act shall take effect July 1, 2009.
