| 10 | and Government Accountability; requiring an annual update |
| 11 | of the funding methodology; providing for startup funding |
| 12 | for new medical schools; authorizing supplemental funding; |
| 13 | requiring maintenance of college accreditation; requiring |
| 14 | uniform reporting procedures and an annual report; |
| 15 | providing an effective date. |

| 17 | Be It Enacted by the Legislature of the State of Florida: |
| 18 |
|
| 19 | Section 1. Apportionment of state funds for medical |
| 20 | student education.-- |
| 21 | (1) To provide equitable funding for medical student |
| 22 | education, the Board of Governors of the State University System |
| 23 | shall use a funding methodology that provides a consistent base |
| 24 | level of state support on a per-student basis at all colleges of |
| 25 | medicine at state universities regardless of which public |
| 26 | institution the student attends. The funding methodology shall |
| 27 | be based on costs associated with the 4-year Doctor of Medicine |
| 28 | degree as determined by the Board of Governors in consultation |
| 29 | with the Office of Program Policy Analysis and Government |
| 30 | Accountability. The funding methodology shall be updated |
| 31 | annually. |
| 32 | (2) New medical schools authorized by the Legislature may |
| 33 | receive startup funding that is not provided on a per-student |
| 34 | basis until such time as the first class has graduated. |
| 35 | (3) In addition to the per-student, base-level funding, |
| 36 | any college of medicine at a state university may be provided a |
| 37 | supplement to support its unique mission or other policy |
| 38 | initiatives of the Legislature. Supplemental funding shall be |
| 39 | determined by the Board of Governors in consultation with the |
| 40 | Office of Program Policy Analysis and Government Accountability. |
| 41 | (4) In order for a college of medicine at a state |
| 42 | university to receive funding pursuant to this section, the |
| 43 | college of medicine must maintain its accreditation. |
| 44 | (5) A college of medicine at a state university may seek |
| 45 | nonstate funds to augment funds received under the provisions of |
| 46 | this section. |
| 47 | (6) The Board of Governors, in consultation with the |
| 48 | Office of Program Policy Analysis and Government Accountability, |
| 49 | shall develop uniform reporting procedures applicable to each |
| 50 | state university that receives funding pursuant to this section |
| 51 | and, no later than February 1 each year, submit the following |
| 52 | information for each of these universities to the President of |
| 53 | the Senate, the Speaker of the House of Representatives, and the |
| 54 | Governor: |
| 55 | (a) A 5-year history of medical student enrollment, |
| 56 | including residency and citizenship. |
| 57 | (b) A 5-year history of graduates of the medical school. |
| 58 | (c) A 5-year history of graduates of the medical school |
| 59 | who do residencies in Florida after graduation. |
| 60 | (d) A 5-year history of students who graduated from the |
| 61 | medical school within the past 10 years and currently practice |
| 62 | in Florida. |
| 63 | (e) A 5-year history of the number of medical students who |
| 64 | fail to complete the program prior to graduation and if they |
| 65 | leave Florida or transfer to another school. |
| 66 | (f) A 5-year history of expenditures by fund, including |
| 67 | state appropriations, tuition, practice plans, and university |
| 68 | funds for the medical school. |
| 69 | Section 2. This act shall take effect July 1, 2009. |
