A bill to be entitled
2An act relating to state funding for medical student
3education; requiring the Board of Governors of the State
4University System to use a funding methodology for medical
5student education at state university colleges of medicine
6that provides a base level of state support on a per-
7student basis; providing requirements for the funding
8methodology to be determined by the Board of Governors in
9consultation with the Office of Program Policy Analysis
10and Government Accountability; requiring an annual update
11of the funding methodology; providing for startup funding
12for new medical schools; authorizing supplemental funding;
13requiring maintenance of college accreditation; requiring
14uniform reporting procedures and an annual report;
15providing an effective date.

17Be It Enacted by the Legislature of the State of Florida:

19     Section 1.  Apportionment of state funds for medical
20student education.--
21     (1)  To provide equitable funding for medical student
22education, the Board of Governors of the State University System
23shall use a funding methodology that provides a consistent base
24level of state support on a per-student basis at all colleges of
25medicine at state universities regardless of which public
26institution the student attends. The funding methodology shall
27be based on costs associated with the 4-year Doctor of Medicine
28degree as determined by the Board of Governors in consultation
29with the Office of Program Policy Analysis and Government
30Accountability. The funding methodology shall be updated
31annually.
32     (2)  New medical schools authorized by the Legislature may
33receive startup funding that is not provided on a per-student
34basis until such time as the first class has graduated.
35     (3)  In addition to the per-student, base-level funding,
36any college of medicine at a state university may be provided a
37supplement to support its unique mission or other policy
38initiatives of the Legislature. Supplemental funding shall be
39determined by the Board of Governors in consultation with the
40Office of Program Policy Analysis and Government Accountability.
41     (4)  In order for a college of medicine at a state
42university to receive funding pursuant to this section, the
43college of medicine must maintain its accreditation.
44     (5)  A college of medicine at a state university may seek
45nonstate funds to augment funds received under the provisions of
46this section.
47     (6)  The Board of Governors, in consultation with the
48Office of Program Policy Analysis and Government Accountability,
49shall develop uniform reporting procedures applicable to each
50state university that receives funding pursuant to this section
51and, no later than February 1 each year, submit the following
52information for each of these universities to the President of
53the Senate, the Speaker of the House of Representatives, and the
54Governor:
55     (a)  A 5-year history of medical student enrollment,
56including residency and citizenship.
57     (b)  A 5-year history of graduates of the medical school.
58     (c)  A 5-year history of graduates of the medical school
59who do residencies in Florida after graduation.
60     (d)  A 5-year history of students who graduated from the
61medical school within the past 10 years and currently practice
62in Florida.
63     (e)  A 5-year history of the number of medical students who
64fail to complete the program prior to graduation and if they
65leave Florida or transfer to another school.
66     (f)  A 5-year history of expenditures by fund, including
67state appropriations, tuition, practice plans, and university
68funds for the medical school.
69     Section 2.  This act shall take effect July 1, 2009.
