A bill to be entitled
2An act relating to state funding for medical student
3education; creating s. 1011.905, F.S.; providing
4legislative intent; requiring the Board of Governors of
5the State University System, in consultation with the
6Office of Program Policy Analysis and Government
7Accountability and representatives from Doctor of Medicine
8degree programs, to develop a funding methodology for
9Doctor of Medicine degree programs at state universities;
10requiring the funding methodology to provide a consistent
11base level of state support on a per-student basis;
12providing duties of the Board of Governors in developing
13the funding methodology; requiring a report; requiring use
14of the funding methodology in the development of
15legislative budget requests; providing an effective date.

17Be It Enacted by the Legislature of the State of Florida:
18
19     Section 1.  Section 1011.905, Florida Statutes, is created
20to read:
21     1011.905  State funding for Doctor of Medicine degree
22programs at state universities.--
23     (1)  It is the intent of the Legislature to use a funding
24methodology for 4-year Doctor of Medicine degree programs that
25provides a consistent base level of state support on a per-
26student basis for each such program at state universities.
27     (2)  The Board of Governors, in consultation with the
28Office of Program Policy Analysis and Government Accountability
29and representatives from each of the 4-year Doctor of Medicine
30degree programs, shall develop a funding methodology for 4-year
31Doctor of Medicine degree programs offered by state
32universities. The funding methodology shall provide for a
33consistent base level of state support on a per-student basis
34for each such program. As part of the development of the funding
35methodology, the Board of Governors shall:
36     (a)  Review prior year expenditures for each of the 4-year
37Doctor of Medicine degree programs, including expenditures from
38all funding sources.
39     (b)  Review national data on the costs associated with 4-
40year Doctor of Medicine degree programs offered by public
41universities.
42     (c)  Determine a base-level cost per student that excludes
43supplemental costs or startup costs.
44     (d)  Determine supplemental costs and startup costs that
45are in addition to the base-level cost per student and that
46support the unique mission of a degree program or support the
47implementation of new 4-year Doctor of Medicine degree programs.
48     (e)  Determine a uniform reporting procedure for the
49consistent annual reporting of expenditures for 4-year Doctor of
50Medicine degree programs.
51     (f)  Determine a uniform reporting procedure for the
52consistent annual reporting of outcome data for 4-year Doctor of
53Medicine degree programs, including, but not limited to,
54enrollment statistics, graduation and retention rates, licensure
55passage rates, placement rates in residency positions in this
56state, and placement rates in the physician workforce in this
57state.
58     (3)  The Board of Governors shall submit a report detailing
59the funding methodology developed pursuant to subsection (2) to
60the Governor, the President of the Senate, and the Speaker of
61the House of Representatives no later than February 1, 2010.
62     (4)  The Board of Governors shall use the funding
63methodology developed pursuant to subsection (2) to develop the
64legislative budget request for 4-year Doctor of Medicine degree
65programs at state universities.
66     Section 2.  This act shall take effect July 1, 2009.
