12 | providing duties of the Board of Governors in developing |
13 | the funding methodology; requiring a report; requiring use |
14 | of the funding methodology in the development of |
15 | legislative budget requests; providing an effective date. |

17 | Be It Enacted by the Legislature of the State of Florida: |
18 |
|
19 | Section 1. Section 1011.905, Florida Statutes, is created |
20 | to read: |
21 | 1011.905 State funding for Doctor of Medicine degree |
22 | programs at state universities.-- |
23 | (1) It is the intent of the Legislature to use a funding |
24 | methodology for 4-year Doctor of Medicine degree programs that |
25 | provides a consistent base level of state support on a per- |
26 | student basis for each such program at state universities. |
27 | (2) The Board of Governors, in consultation with the |
28 | Office of Program Policy Analysis and Government Accountability |
29 | and representatives from each of the 4-year Doctor of Medicine |
30 | degree programs, shall develop a funding methodology for 4-year |
31 | Doctor of Medicine degree programs offered by state |
32 | universities. The funding methodology shall provide for a |
33 | consistent base level of state support on a per-student basis |
34 | for each such program. As part of the development of the funding |
35 | methodology, the Board of Governors shall: |
36 | (a) Review prior year expenditures for each of the 4-year |
37 | Doctor of Medicine degree programs, including expenditures from |
38 | all funding sources. |
39 | (b) Review national data on the costs associated with 4- |
40 | year Doctor of Medicine degree programs offered by public |
41 | universities. |
42 | (c) Determine a base-level cost per student that excludes |
43 | supplemental costs or startup costs. |
44 | (d) Determine supplemental costs and startup costs that |
45 | are in addition to the base-level cost per student and that |
46 | support the unique mission of a degree program or support the |
47 | implementation of new 4-year Doctor of Medicine degree programs. |
48 | (e) Determine a uniform reporting procedure for the |
49 | consistent annual reporting of expenditures for 4-year Doctor of |
50 | Medicine degree programs. |
51 | (f) Determine a uniform reporting procedure for the |
52 | consistent annual reporting of outcome data for 4-year Doctor of |
53 | Medicine degree programs, including, but not limited to, |
54 | enrollment statistics, graduation and retention rates, passage |
55 | rates for the Step 1 and Step 2 United States Medical Licensing |
56 | Examinations, placement rates in residency positions in this |
57 | state, and placement rates in the physician workforce in this |
58 | state. |
59 | (3) The Board of Governors shall submit a report detailing |
60 | the funding methodology developed pursuant to subsection (2) to |
61 | the Governor, the President of the Senate, and the Speaker of |
62 | the House of Representatives no later than February 1, 2010. |
63 | (4) The Board of Governors shall use the funding |
64 | methodology developed pursuant to subsection (2) to develop the |
65 | legislative budget request for 4-year Doctor of Medicine degree |
66 | programs at state universities. For the 2010-2011 fiscal year, |
67 | the Board of Governors shall submit by March 1, 2010, an amended |
68 | legislative budget request based on the funding methodology. |
69 | Section 2. This act shall take effect upon becoming a law. |
