comply with the requirements of s. 290.0055. Notwithstanding the
provisions of s. 290.0065 limiting the total number of
enterprise zones designated and the number of enterprise zones
within a population category, the Office of Tourism, Trade, and
Economic Development may designate a single enterprise zone

the state incentives identified in s. 290.007 are not available
within the enterprise zone authorized by this section until July

Section 2. (1)(a) The Office of Tourism, Trade, and
Economic Development, within the Executive Office of the
Governor, shall create the Energy Economic Zone Pilot Program to
develop a model to help communities encourage and attain
renewable electric energy generation, the manufacture of

systems, encourage demonstrations of creating green jobs, and
show indications of how local financial and regulatory
incentives will be used in the energy economic zone area.
(c) The office shall provide the pilot program community
and businesses in the energy economic zone technical assistance
in identifying and qualifying for eligible grants and credits in
job creation, energy, and other areas.
(2)(a) The office shall submit an interim report by
February. 15, 2010, to the Governor, the President of the
Senate, and the Speaker of the House of Representatives
regarding the status of the pilot program and any

the pilot program community, including whether it would be
beneficial to provide financial incentives similar to those
offered an enterprise zone.
(b) The office shall submit a final report to the same
officers by February 15, 2012, evaluating whether the pilot
program has demonstrated any success in development and
redevelopment in the energy economic zone incorporating
renewable energy generation systems, low-impact design, and
energy-efficient land use patterns, and shall recommend whether
the program should be expanded for use by other local
governments and whether state policies should be revised to
encourage the goals of the program.
Section 3. This act shall take effect July 1, 2009.
