       The Committee on Community Affairs (Deutch) recommended the
       following:
       
    1         Senate Amendment (with directory and title amendments)
    2  
    3         Between lines 175 and 176
    4  insert:
    5         (16) It is the intent of the Legislature to provide a
    6  method by which the impacts of development on transportation
    7  facilities can be mitigated by the cooperative efforts of the
    8  public and private sectors. The methodology used to calculate
    9  proportionate fair-share mitigation under this section shall be
   10  as provided for in subsection (12).
   11         (i) As used in this subsection, the term "backlog" means a
   12  facility or facilities on which the adopted level-of-service
   13  standard is exceeded by the existing trips, plus additional
   14  projected background trips from any source other than the
   15  development project under review that are forecast by
   16  established traffic standards, including traffic modeling,
   17  consistent with the University of Florida Bureau of Economic and
   18  Business Research medium population projections. Additional
   19  projected background trips are to be coincident with the
   20  particular stage or phase of development under review.

   24         And the directory clause is amended as follows:
   25         Delete lines 162 - 163
   26  and insert:
   27  Section 1. Paragraph (b) of subsection (4) of section 163.3180,
   28  Florida Statutes, is amended, and paragraph (i) of subsection
   29  (16) of section 163.3180, Florida Statutes, is created to read:
