       The Committee on Commerce (Detert) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 35 - 36
    4  and insert:
    5  county ordinances enacted after December 31, 2008, which
    6  specifically relate to secondary metals recyclers holding such
    7  metals.

   10         And the title is amended as follows:
   11         Delete lines 11 - 12
   12  and insert:
   13         preempts municipal or county ordinances enacted after
   14         a specified date, which specifically relate to
   15         secondary metals recyclers holding such
