3     Substitute Amendment for Amendment (592159) (with title
4amendment)
5     Between lines 180 and 181, insert:
6     Section 5.  Subsection (8) is added to section 320.0609,
7Florida Statutes, to read:
8     320.0609  Transfer and exchange of registration license
9plates; transfer fee.--
10     (8)(a)  When the owner of a vehicle transfers a
11registration license plate to a replacement or substitute
12vehicle acquired from a motor vehicle dealer licensed under this
13chapter, the dealer shall timely provide to the department, via
14an electronic system administered by the department for this
15purpose, information regarding the transfer which is required by
16the department. The dealer shall also give the owner written
17notice documenting the transfer if the dealer cannot timely
18provide the required transfer information to the department due
19to system or connectivity problems. The dealer shall maintain
20all records required by the department which must be open to
21inspection by the department or its agents during reasonable
22business hours. The dealer may charge the vehicle owner a fee to
23comply with this subsection. The department may charge a fee of
24$2 for each transfer in addition to any other fee imposed by
25law.
26     (b)  A dealer is not required to comply with paragraph (a)
27if the department's records are otherwise modified on the date
28of transfer to reflect that the transfer has occurred.
29     (c)  The department has authority to adopt rules pursuant
30to ss. 120.536(1) and 120.54 to administer this subsection.

35     Remove line 16 and insert:
36trauma centers; amending s. 320.0609, F.S., relating to the
37transfer and exchange of registration license plates and
38transfer fees; requiring a licensed motor vehicle dealer to
39provide certain required information via an electronic system to
40the department when the owner of a vehicle transfers a
41registration license plate to a replacement or substitute
42vehicle acquired from the dealer; providing that the electronic
43system shall be administered by the department; requiring the
44dealer to give the owner written notice documenting the transfer
45if the dealer cannot provide the required transfer information
46to the department under certain circumstances; requiring the
47dealer to maintain certain records; providing for the dealer and
48the department to charge a fee; providing for exceptions;
49authorizing the department to adopt rules; providing an
50effective date.
