       The Committee on Transportation and Economic Development
       Appropriations (Storms) recommended the following:
       
    1         Senate Substitute for Amendment (853990) (with title
    2  amendment)

    4         Delete lines 187 - 191
    5  and insert:
    6         Section 8. Section 106.34, Florida Statutes, is amended to
    7  read:
    8         (Substantial rewording of section. See
    9         s. 106.34, F.S., for present text.)
   10         106.34Expenditure limits.—
   11         (1)Any candidate for Governor, Lieutenant Governor, or
   12  Cabinet officer who requests contributions from the Election
   13  Campaign Financing Trust Fund shall limit his or her total
   14  expenditures as follows:
   15         (a)Governor or Lieutenant Governor: $6.25 million.
   16         (b)Cabinet officer: $3 million.
   17         (2)The expenditure limit for any candidate who has primary
   18  election opposition only is 60 percent of the limit provided in
   19  subsection (1).
   20         (3)The expenditure limit shall be adjusted quadrennially
   21  by the Secretary of State to reflect the rate of inflation or
   22  deflation as indicated in the Consumer Price Index for All Urban
   23  Consumers, U.S. City Average, All Items, 1967=100, or successor
   24  reports as reported by the Bureau of Labor Statistics of the
   25  United States Department of Labor.
   26         (4)As used in this section, the term “expenditure” does
   27  not include the payment of compensation for legal and accounting
   28  services rendered on behalf of a candidate.
   29         Section 9. Sections 1 through 7 of this act shall take
   30  effect on the effective date of Senate Joint Resolution 566, or
   31  a similar joint resolution having substantially the same
   32  specific intent and purpose, if that joint resolution is
   33  approved by the electors at the general election to be held in
   34  November 2010, and section 8 of this act shall take effect upon
   35  becoming a law.

   39         Delete line 9
   40  and insert:
   41  Constitution; amending s. 106.34, F.S.; providing expenditure
   42  limits for certain candidates for statewide office; providing
   43  effective dates, one of which is contingent.
