       The Committee on Commerce (Garcia) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 85 - 86
    4  and insert:
    5  qualifies for the exemption. The department shall adopt rules to
    6  administer this section, including rules determining the format
    7  of the certificate.
