       Senator Crist moved the following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 476 and 477
    4  insert:
    5         Section 16. (1) Notwithstanding any other law, the
    6  Department of Highway Safety and Motor Vehicles shall phase out
    7  the issuance of specialty license plates in this state by July
    8  1, 2011. However, the specialty license plates authorized by
    9  this act must be available until June 30, 2011.
   10         (2) In lieu of specialty license plates, the Department of
   11  Highway Safety and Motor Vehicles shall design and issue a
   12  license plate on which the owner of the plate may affix two
   13  specialty license decals or stickers in the areas designated by
   14  the department. Such stickers must be representative of the
   15  designs authorized under to s. 320.08053 or s. 320.08058 Florida
   16  Statutes.
   17         (3) The specialty license plate annual use fees imposed
   18  under s. 320.08056, Florida Statutes, apply to each
   19  corresponding decal or sticker. The annual use fees for each
   20  specialty license decal or sticker shall be distributed in the
   21  same manner as provided with respect to the distribution of
   22  annual use fees for the corresponding specialty license plate.
   23  All other charges and fees for a specialty license plate which
   24  are in existence on July 1, 2009, apply to the plate on which
   25  the decals or stickers may be affixed.
   26         (4) This section does not apply to motorcycle specialty
   27  license plates authorized under s. 320.08068, Florida Statutes.
   28         (5) Before the 2010 Regular Session, at the discretion of
   29  the President of the Senate and the Speaker of the House of
   30  Representatives, appropriate substantive committees of the
   31  Legislature may review this section and related statutes and
   32  make written recommendations to the Legislature proposing
   33  necessary statutory changes, if any.

   36         And the title is amended as follows:
   37         Delete line 34
   38  and insert:
   39  directing the Department of Highway Safety and Motor Vehicles to
   40  phase out the issuance of specialty license plates; requiring
   41  the Department of Highway Safety and Motor Vehicles to design
   42  and issue a license plate on which specialty license decals or
   43  stickers may be affixed; imposing fees for the use of the decals
   44  or stickers and the license plate; providing for the
   45  distribution of annual use fees for specialty license decals or
   46  stickers; creating an exception to the phase out of specialty
   47  license plates for motorcycle specialty license plates;
   48  providing for legislative review of the law providing for the
   49  phase out of specialty license plates providing an effective
   50  date.
