Paragraphs (ttt), (uuu), and (vvv) are added to 6 subsection (4) of section 320.08056, Florida Statutes, to read: 7 320.08056 Specialty license plates.— 8 (4) The following license plate annual use fees shall be 9 collected for the appropriate specialty license plates: 10 (ttt) Florida Biodiversity Foundation license plate, $25. 11 (uuu) Preserving the Past license plate, $25. 12 (vvv) Children First license plate, $25. 13 Section 17. Subsections (71),(72), and (73) are added to 14 section 320.08058, Florida Statutes, to read: 15 320.08058 Specialty license plates.— 16 (71) FLORIDA BIODIVERSITY FOUNDATION LICENSE PLATES.— 17 (a) The department shall develop a Florida Biodiversity 18 Foundation license plate as provided in this section. Florida 19 Biodiversity Foundation license plates must bear the colors and 20 design approved by the department. The word “Florida” must 21 appear at the top of the plate, and the words “Save Wild 22 Florida” must appear at the bottom of the plate. 23 (b) The annual use fees shall be distributed to the Florida 24 Biodiversity Foundation, Inc., which shall retain 50 percent of 25 the proceeds until the startup costs to develop and establish 26 the plates have been recovered. Thereafter, the proceeds shall 27 be used as follows: 28 1. A maximum of 25 percent of the proceeds may be used to 29 fund the administrative, promotion, and marketing costs of the 30 license plate program and the foundation. 31 2. The remaining fees shall be used by the foundation to 32 fund research, education, and scientific study of the diversity 33 of animals and plants and to aid in the preservation, study, 34 conservation, and recovery of imperiled organisms. 35 (72) PRESERVING THE PAST LICENSE PLATES.— 36 (a) The department shall develop a Preserving the Past 37 license plate as provided in this section. The plate must bear 38 the colors and design approved by the department. The word 39 “Florida” must appear at the top of the plate, and the words 40 “Preserving the Past” must appear at the bottom of the plate. 41 (b) The annual use fees shall be distributed to the Toomey 42 Foundation for the Natural Sciences, Inc., which shall retain 50 43 percent of the proceeds until the startup costs to develop and 44 establish the plates have been recovered. Thereafter, the 45 proceeds shall be used as follows: 46 1. A maximum of 25 percent of the proceeds may be used to 47 fund the administrative, promotion, and marketing costs of the 48 license plate program and the foundation. 49 2. The remaining fees shall be used by the foundation to 50 acquire, manage, and preserve properties that are of scientific 51 importance to paleontologists, archeologists, or geologists for 52 the purposes of research and education, and to promote and 53 protect the unique natural sciences of this state. 54 (73) CHILDREN FIRST LICENSE PLATES.— 55 (a) The department shall develop a Children First license 56 plate as provided in this section. The plate must bear the 57 colors and design approved by the department. The word “Florida” 58 must appear at the top of the plate and the words “Children 59 First” must appear at the bottom of the plate. 60 (b) The annual use fees shall be distributed to Children 61 First Florida, Inc., which shall retain all proceeds until the 62 startup costs to develop and establish the plates have been 63 recovered. Thereafter, the proceeds shall be used as follows: 64 1. A maximum of 15 percent of the proceeds may be used to 65 administer the license plate program and for direct 66 administrative costs associated with the operations of Children 67 First Florida, Inc. 68 2. A maximum of 10 percent of the proceeds may be used to 69 promote and market the license plates. 70 3. The remaining fees shall be used by Children First 71 Florida, Inc., to fund public schools in this state, including 72 teacher salaries. 73 74 75 ================= T I T L E A M E N D M E N T ================ 76 And the title is amended as follows: 77 Delete line 34 78 and insert: 79 amending s. 320.08058, F.S.; creating a Florida 80 Biodiversity Foundation license plate, a Preserving 81 the Past license plate, and a Children First license 82 plate; establishing an annual use fee for the plates; 83 providing for the distribution of use fees received 84 from the sale of such plates; providing effective 85 dates.
