       Senator Lynn moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 135 and 136
    4  insert:
    5         Section 3. Paragraph (sss)is added to subsection (4) of
    6  section 320.08056, Florida Statutes, to read:
    7         320.08056 Specialty license plates.—
    8         (4) The following license plate annual use fees shall be
    9  collected for the appropriate specialty license plates:
   10         (sss) Florida Horse Park license plate, $25.
   11         Section 4. Subsection (71) is added to section 320.08058,
   12  Florida Statutes, to read:
   13         320.08058 Specialty license plates.—
   14         (71) FLORIDA HORSE PARK LICENSE PLATES.—
   15         (a) The department shall develop a Florida Horse Park
   16  license plate as provided in this section. The plate must bear
   17  the colors and design approved by the department. The word
   18  “Florida” must appear at the top of the plate and the words
   19  “Discover Florida’s Horses” must appear at the bottom of the
   20  plate.
   21         (b) The annual use fees shall be distributed to the Florida
   22  Agriculture Center and Horse Park Authority created by s.
   23  570.952, which shall retain all proceeds until the startup costs
   24  to develop and establish the plates have been recovered.
   25  Thereafter, the proceeds shall be used as follows:
   26         1. A maximum of 5 percent of the proceeds may be used to
   27  administer the license plate program.
   28         2. A maximum of 5 percent of the proceeds may be used to
   29  promote and market the license plates.
   30         3. The remaining fees shall be used by the authority to
   31  promote the Florida Agriculture Center and Horse Park located in
   32  Marion County; to support continued development of the park,
   33  including the construction of additional educational facilities,
   34  barns, and other structures; to provide improvements to the
   35  existing infrastructure at the park; and to provide for
   36  operational expenses of the park.

   41  and insert:
   42         creating the Florida Horse Park license plate;
   43         establishing an annual use fee for the plate;
   44         providing for the distribution of use fees received
