7 Bridge in Citrus County; designating the Coach
8 Jermaine D. Hall Memorial Highway in Duval County;
9 designating Orange Bowl Way in Miami Lakes;
10 designating the Andrew J. Capeletti Memorial Bridge in
11 Miami-Dade County; designating the Johnny C. Treadwell
12 Highway in Lake County; designating John Bruce Sweeny
13 Street in St. Johns County; designating the Heather
14 Hurd Memorial Highway in Polk County; designating the
15 Trooper Charles Eugene Campbell Memorial Highway in
16 Taylor County; directing the Department of
17 Transportation to erect suitable markers; designating
18 a specified portion of Southwest 67th Avenue in the
19 City of South Miami and the Village of Pinecrest in
20 Miami-Dade County as a state historic road;
21 prohibiting the expenditure of public funds for
22 certain purposes; providing construction; directing
23 the Division of Historical Resources of the Department
24 of State to provide for the erection of suitable
25 markers; providing an effective date.

27 Be It Enacted by the Legislature of the State of Florida:
28
29 Section 1. Stan Mayfield Memorial Highway designated;
30 Department of Transportation to erect suitable markers.—
31 (1) The portion of State Road 60 beginning directly west of
32 the Interstate 95 interchange in Indian River County and ending
33 at the Florida Turnpike interchange in Osceola County is
34 designated as the “Stan Mayfield Memorial Highway.”
35 (2) The Department of Transportation is directed to erect
36 suitable markers designating the Stan Mayfield Memorial Highway
37 as described in subsection (1).
38 Section 2. Kenneth H. “Buddy” MacKay and Jim H. Williams
39 Memorial Bridge designated; Department of Transportation to
40 erect suitable markers.—
41 (1) The overpass on State Road 464/SW 17th Street in Ocala
42 from SW 12th Avenue to U.S. Highway 27/301/441, State Road
43 25/500, SE Pine Avenue in Marion County is designated as the
44 “Kenneth H. “Buddy” MacKay and Jim H. Williams Memorial Bridge.”
45 (2) The Department of Transportation is directed to erect
46 suitable markers designating the Kenneth H. “Buddy” MacKay and
47 Jim H. Williams Memorial Bridge as described in subsection (1).
48 Section 3. Trooper Ronald Gordon Smith Memorial Bridge
49 designated; Department of Transportation to erect suitable
50 markers.—
51 (1) The bridge on U.S. Highway 19/98 in Citrus County at
52 the Cross Florida Barge Canal is designated as the “Trooper
53 Ronald Gordon Smith Memorial Bridge.”
54 (2) The Department of Transportation is directed to erect
55 suitable markers designating the Trooper Ronald Gordon Smith
56 Memorial Bridge as described in subsection (1).
57 Section 4. Coach Jermaine D. Hall Memorial Highway
58 designated; Department of Transportation to erect suitable
59 markers.—
60 (1) The portion of I-95 between Baymeadows Road and State
61 Road 16 in Duval County is designated as the “Coach Jermaine D.
62 Hall Memorial Highway.”
63 (2) The Department of Transportation is directed to erect
64 suitable markers designating the Coach Jermaine D. Hall Memorial
65 Highway as described in subsection (1).
66 Section 5. Orange Bowl Way designated; Department of
67 Transportation to erect suitable markers.—
68 (1) Northwest 77th Court in Miami Lakes is designated as
69 “Orange Bowl Way.”
70 (2) The Department of Transportation is directed to erect
71 suitable markers designating Orange Bowl Way as described in
72 subsection (1).
73 Section 6. Andrew J. Capeletti Memorial Bridge designated;
74 Department of Transportation to erect suitable markers.—
75 (1) The portion of Northbound Palmetto connecting
76 Northbound I-75 in Miami Date County is designated as “Andrew J.
77 Capeletti Memorial Bridge.”
78 (2) The Department of Transportation is directed to erect
79 suitable markers designating the Andrew J. Capeletti Memorial
80 Bridge as described in subsection (1).
81 Section 7. Johnny C. Treadwell Highway designated;
82 Department of Transportation to erect suitable markers.—
83 (1) The portion of State Road 46 in Lake County between
84 South Round Lake Road and County Road 435 is designated as the
85 “Johnny C. Treadwell Highway.”
86 (2) The Department of Transportation is directed to erect
87 suitable markers designating the Johnny C. Treadwell Highway as
88 described in subsection (1).
89 Section 8. John Bruce Sweeny Street designated; Department
90 of Transportation to erect suitable markers.—
91 (1) The portion of Herada Street in St. Augustine, in St.
92 Johns County between Menendez Road and Carver Street W is
93 designated as “John Bruce Sweeny Street.”
94 (2) The Department of Transportation is directed to erect
95 suitable markers designating John Bruce Sweeny Street as
96 described in subsection (1).
97 Section 9. Heather Hurd Memorial Highway designated;
98 Department of Transportation to erect suitable markers.—
99 (1) The portion of U.S. Highway 27 in Polk County between
100 Sand Mine Road and U.S. Highway 192 is designated as the
101 “Heather Hurd Memorial Highway.”
102 (2) The Department of Transportation is directed to erect
103 suitable markers designating the Heather Hurd Memorial Highway
104 as described in subsection (1).
105 Section 10. Trooper Charles Eugene Campbell Memorial
106 Highway designated; Department of Transportation to erect
107 suitable markers.—
108 (1) The portion of U.S. Highway 19 north of Perry between
109 Slaughter Road and Harrison Blue Boulevard is designated as the
110 “Trooper Charles Eugene Campbell Memorial Highway.”
111 (2) The Department of Transportation is directed to erect
112 suitable markers designating the Trooper Charles Eugene Campbell
113 Memorial Highway as described in subsection (1).
114 Section 11. Ludlam Road designated as a state historic
115 road; limitations on the use of public funds.—
116 (1) Southwest 67th Avenue (Ludlam Road) in the City of
117 South Miami and the Village of Pinecrest in Miami-Dade County
118 from Bird Road to Southwest 136th Street is designated as a
119 state historic road. No public funds shall be expended for any
120 of the following purposes:
121 (a) To cut or remove any tree having a diameter at its
122 thickest part in excess of 6 inches within 35 feet of either
123 side of the paved surface of the road, or to engage in an
124 activity that requires the removal without the replacement of
125 such tree.
126 (b) The alteration of the physical dimensions or location
127 of Southwest 67th Avenue, the median strip thereof, or the land
128 adjacent thereto except:
129 1. The routine or emergency utilities maintenance
130 activities necessitated to maintain the road as a utility
131 corridor.
132 2. The modification or improvements made to provide for
133 vehicular ingress and egress of governmental safety vehicles.
134 3. Alterations, modifications, or improvements made for the
135 purpose of enhancing life safety vehicular use or pedestrian use
136 of Southwest 67th Avenue, or both as long as such alterations,
137 modifications, or improvements are heard in a public hearing and
138 subsequently approved by the governing board of the local
139 government in which it is located.

141 Nothing in this section shall be construed to prevent the
142 ordinary maintenance and repair of the road or structures,
143 provided the physical dimensions and location of the road and
144 the appearance of any structure are preserved. However, the
145 preservation of the road shall take priority over considerations
146 of traffic management, and the public safety shall not be
147 construed to require alterations in the road when alternative
148 means promoting safety, including more restrictive traffic
149 regulations, are available.
150 (2) The Division of Historical Resources of the Department
151 of State shall provide for the erection of suitable markers on
152 and along that portion of Southwest 67th Avenue described this
153 in subsection (1).
154 Section 12. This act shall take effect July 1, 2009.
