45 Be It Enacted by the Legislature of the State of Florida:
46
47 Section 1. Stan Mayfield Memorial Highway designated;
48 Department of Transportation to erect suitable markers.—
49 (1) The portion of State Road 60 beginning directly west of
50 the Interstate 95 interchange in Indian River County and ending
51 at State Road 441 in Osceola County is designated as the “Stan
52 Mayfield Memorial Highway.”
53 (2) The Department of Transportation is directed to erect
54 suitable markers designating the Stan Mayfield Memorial Highway
55 as described in subsection (1).
56 Section 2. Kenneth H. “Buddy” MacKay and Jim H. Williams
57 Memorial Overpass designated; Department of Transportation to
58 erect suitable markers.—
59 (1) The overpass on State Road 464/SW 17th Street in Ocala
60 from SW 12th Avenue to U.S. Highway 27/301/441, State Road
61 25/500, SE Pine Avenue in Marion County is designated as the
62 “Kenneth H. “Buddy” MacKay and Jim H. Williams Memorial
63 Overpass.”
64 (2) The Department of Transportation is directed to erect
65 suitable markers designating the Kenneth H. “Buddy” MacKay and
66 Jim H. Williams Memorial Overpass as described in subsection
67 (1).
68 Section 3. Deputy Hal P. Croft and Ronald Jackson Memorial
69 Highway designated; Department of Transportation to erect
70 suitable markers.—
71 (1) The portion of State Road 100 in Union County is
72 designated as the “Deputy Hal P. Croft and Ronald Jackson
73 Memorial Highway.”
74 (2) The Department of Transportation is directed to erect
75 suitable markers designating the Deputy Hal P. Croft and Ronald
76 Jackson Memorial Highway as described in subsection (1).
77 Section 4. Correctional Officer Adam Michael Sanderson
78 Memorial Highway designated; Department of Transportation to
79 erect suitable markers.—
80 (1) The portion of State Road 231 South beginning at the
81 Lake Butler city limit sign in Union County and ending at the
82 Bradford county line is designated as the “Correctional Officer
83 Adam Michael Sanderson Memorial Highway.”
84 (2) The Department of Transportation is directed to erect
85 suitable markers designating the Correctional Officer Adam
86 Michael Sanderson Memorial Highway as described in subsection
87 (1).
88 Section 5. Trooper Ronald Gordon Smith Memorial Bridge
89 designated; Department of Transportation to erect suitable
90 markers.—
91 (1) The bridge on U.S. Highway 19/98 in Citrus County at
92 the Cross Florida Barge Canal is designated as the “Trooper
93 Ronald Gordon Smith Memorial Bridge.”
94 (2) The Department of Transportation is directed to erect
95 suitable markers designating the Trooper Ronald Gordon Smith
96 Memorial Bridge as described in subsection (1).
97 Section 6. Coach Jermaine D. Hall Memorial Highway
98 designated; Department of Transportation to erect suitable
99 markers.—
100 (1) The portion of I-95 between Baymeadows Road and State
101 Road 16 in Duval County is designated as the “Coach Jermaine D.
102 Hall Memorial Highway.”
103 (2) The Department of Transportation is directed to erect
104 suitable markers designating the Coach Jermaine D. Hall Memorial
105 Highway as described in subsection (1).
106 Section 7. Orange Bowl Way designated; Department of
107 Transportation to erect suitable markers.—
108 (1) Northwest 77th Court in Miami Lakes is designated as
109 “Orange Bowl Way.”
110 (2) The Department of Transportation is directed to erect
111 suitable markers designating Orange Bowl Way as described in
112 subsection (1).
113 Section 8. Andrew J. Capeletti Memorial Bridge designated;
114 Department of Transportation to erect suitable markers.—
115 (1) The ramp that connects Northbound Turnpike to
116 Northbound I-75 in Miami-Dade County is designated as the
117 “Andrew J. Capeletti Memorial Bridge.”
118 (2) The Department of Transportation is directed to erect
119 suitable markers designating the Andrew J. Capeletti Memorial
120 Bridge as described in subsection (1).
121 Section 9. Johnny C. Treadwell Highway designated;
122 Department of Transportation to erect suitable markers.—
123 (1) The portion of State Road 46 in Lake County between
124 South Round Lake Road and County Road 435 is designated as the
125 “Johnny C. Treadwell Highway.”
126 (2) The Department of Transportation is directed to erect
127 suitable markers designating the Johnny C. Treadwell Highway as
128 described in subsection (1).
129 Section 10. John Bruce Sweeny Street designated; Department
130 of Transportation to erect suitable markers.—
131 (1) The portion of Herada Street in St. Augustine, in St.
132 Johns County between Menendez Road and Carver Street W is
133 designated as “John Bruce Sweeny Street.”
134 (2) The Department of Transportation is directed to erect
135 suitable markers designating John Bruce Sweeny Street as
136 described in subsection (1).
137 Section 11. Heather Hurd Memorial Highway designated;
138 Department of Transportation to erect suitable markers.—
139 (1) The portion of U.S. Highway 27 in Polk County between
140 Sand Mine Road and U.S. Highway 192 is designated as the
141 “Heather Hurd Memorial Highway.”
142 (2) The Department of Transportation is directed to erect
143 suitable markers designating the Heather Hurd Memorial Highway
144 as described in subsection (1).
145 Section 12. Michael G. Rippe Parkway designated; Department
146 of Transportation to erect suitable markers.-
147 (1) Upon its completion, that portion of SR 739 in Lee
148 County known as the Metro Parkway Extension between Six Mile
149 Cypress Parkway and U.S. 41/Alico Road is designated as the
150 “Michael G. Rippe Parkway.”
151 (2) The Department of Transportation is directed to erect
152 suitable markers designating the Michael G. Rippe Parkway as
153 described in subsection (1).
154 Section 13. Trooper Charles Eugene Campbell Memorial
155 Highway designated; Department of Transportation to erect
156 suitable markers.—
157 (1) The portion of U.S. Highway 19 north of Perry between
158 Slaughter Road and Harrison Blue Boulevard is designated as the
159 “Trooper Charles Eugene Campbell Memorial Highway.”
160 (2) The Department of Transportation is directed to erect
161 suitable markers designating the Trooper Charles Eugene Campbell
162 Memorial Highway as described in subsection (1).
163 Section 14. Samuel B. Love Memorial Highway designated;
164 Department of Transportation to erect suitable markers.—
165 (1) The portion of Sunset Harbor Road between Southeast
166 105th Avenue and Southeast 115th Avenue in Marion County is
167 designated as the “Samuel B. Love Memorial Highway.”
168 (2) The Department of Transportation is directed to erect
169 suitable markers designating the Samuel B. Love Memorial Highway
170 as described in subsection (1).
171 Section 15. Ray Charles Memorial Parkway designated;
172 Department of Transportation to erect suitable markers.—
173 (1) The portion of U.S. Highway 90 within Greenville in
174 Madison County is designated as the “Ray Charles Memorial
175 Parkway.”
176 (2) The Department of Transportation is directed to erect
177 suitable markers designating the Ray Charles Memorial Parkway as
178 described in subsection (1).
179 Section 16. Frank Pasquarella Way designated; Department of
180 Transportation to erect suitable markers.—
181 (1) The portion of Byrd Road/Southwest 40th Street between
182 Southwest 89th Avenue and Southwest 92nd Avenue in Miami-Dade
183 County is designated as “Frank Pasquarella Way.”
184 (2) The Department of Transportation is directed to erect
185 suitable markers designating the Frank Pasquarella Way as
186 described in subsection (1).
187 Section 17. Doolittle Raiders Highway designated;
188 Department of Transportation to erect suitable markers.—
189 (1) The portion of State Road 285 in Okaloosa and Walton
190 Counties that is north of College Boulevard in Niceville is
191 designated as the “Doolittle Raiders Highway.”
192 (2) The Department of Transportation is directed to erect
193 suitable markers designating the Doolittle Raiders Highway as
194 described in subsection (1).
195 Section 18. K. Earl Durden Highway designated; Department
196 of Transportation to erect suitable markers.—
197 (1) The portion of State Road 79 between U.S. Highway 98
198 and the B.V. Buchanan Bridge in Bay County is designated as the
199 “K. Earl Durden Highway.”
200 (2) The Department of Transportation is directed to erect
201 suitable markers designating the K. Earl Durden Highway as
202 described in subsection (1).
203 Section 19. Earl S. “Coach” Kitchings Avenue designated;
204 Department of Transportation to erect suitable markers.—
205 (1) The portion of Edgewood Avenue West between New Kings
206 Road/U.S. 1 and Lem Turner Road in Duval County is designated as
207 Earl S. “Coach” Kitchings Avenue.
208 (2) The Department of Transportation is directed to erect
209 suitable markers designating Earl S. “Coach” Kitchings Avenue as
210 described in subsection (1).
211 Section 20. Ludlam Road designated as a state historic
212 road; limitations on the use of public funds.—
213 (1) Southwest 67th Avenue (Ludlam Road) in the City of
214 South Miami and the Village of Pinecrest in Miami-Dade County
215 from Bird Road to Southwest 136th Street is designated as a
216 state historic road. No public funds shall be expended for any
217 of the following purposes:
218 (a) To cut or remove any tree having a diameter at its
219 thickest part in excess of 6 inches within 35 feet of either
220 side of the paved surface of the road, or to engage in an
221 activity that requires the removal without the replacement of
222 such tree.
223 (b) The alteration of the physical dimensions or location
224 of Southwest 67th Avenue, the median strip thereof, or the land
225 adjacent thereto except:
226 1. The routine or emergency utilities maintenance
227 activities necessitated to maintain the road as a utility
228 corridor.
229 2. The modification or improvements made to provide for
230 vehicular ingress and egress of governmental safety vehicles.
231 3. Alterations, modifications, or improvements made for the
232 purpose of enhancing life safety vehicular use or pedestrian use
233 of Southwest 67th Avenue, or both as long as such alterations,
234 modifications, or improvements are heard in a public hearing and
235 subsequently approved by the governing board of the local
236 government in which it is located.

238 Nothing in this section shall be construed to prevent the
239 ordinary maintenance and repair of the road or structures,
240 provided the physical dimensions and location of the road and
241 the appearance of any structure are preserved. However, the
242 preservation of the road shall take priority over considerations
243 of traffic management, and the public safety shall not be
244 construed to require alterations in the road when alternative
245 means promoting safety, including more restrictive traffic
246 regulations, are available.
247 (2) The Department of Transportation shall provide for the
248 erection of suitable markers on and along that portion of
249 Southwest 67th Avenue described in subsection (1).
250 Section 21. This act shall take effect July 1, 2009.
