A bill to be entitled
2An act relating to traffic control; providing for the
3synchronization of traffic lights by the Department of
4Transportation and local traffic control authorities;
5providing for benchmarks and monitoring; providing an
6effective date.

8Be It Enacted by the Legislature of the State of Florida:

10     Section 1.  (1)  The Department of Transportation shall, by
11January 1, 2012, synchronize the traffic lights on highways,
12roads, streets, and other transportation arteries that connect
13the focal points of traffic interest within its jurisdiction and
14the roads, streets, or other transportation arteries that have
15relatively high traffic volume compared with other traffic
16arteries within its jurisdiction.
17     (2)  The traffic control authority within each county and
18municipality shall, by January 1, 2012, synchronize the traffic
19lights on highways, roads, streets, or other transportation
20arteries that connect the focal points of traffic interest
21within the respective county or municipality and the roads,
22streets, or other transportation arteries that have relatively
23high traffic volume compared with other traffic arteries within
24the respective county or municipality.
25     (3)  The Department of Transportation shall establish
26performance benchmarks using best practices for traffic-light
27synchronization by the state, counties, and municipalities in
28order to optimize traffic flow under this act. The department
29shall also monitor the progress on such benchmarks and provide
30information on such performance to the public on a regular
31basis.
32     Section 2.  This act shall take effect July 1, 2009.
