| 5 | Section 7. Paragraph (o) of subsection (1) of section |
| 6 | 1011.62, Florida Statutes, is amended to read: |
| 7 | 1011.62 Funds for operation of schools.--If the annual |
| 8 | allocation from the Florida Education Finance Program to each |
| 9 | district for operation of schools is not determined in the |
| 10 | annual appropriations act or the substantive bill implementing |
| 11 | the annual appropriations act, it shall be determined as |
| 12 | follows: |
| 13 | (1) COMPUTATION OF THE BASIC AMOUNT TO BE INCLUDED FOR |
| 14 | OPERATION.--The following procedure shall be followed in |
| 15 | determining the annual allocation to each district for |
| 16 | operation: |
| 17 | (o) Calculation of additional full-time equivalent |
| 18 | membership based on certification of successful completion of |
| 19 | industry-certified career and professional academy programs |
| 20 | pursuant to ss. 1003.491, s. 1003.492, and 1003.493 and |
| 21 | identified in the Industry Certification Funding List under |
| 22 | rules adopted by the State Board of Education.--A value of 0.3 |
| 23 | full-time equivalent student membership shall be calculated for |
| 24 | each student who completes an industry-certified career and |
| 25 | professional academy program under s. 1003.491, s. 1003.492, or |
| 26 | s. 1003.493 and who is issued the highest level of industry |
| 27 | certification identified annually in the Industry Certification |
| 28 | Funding List under rules adopted by the State Board of Education |
| 29 | and a high school diploma. Such value shall be added to the |
| 30 | total full-time equivalent student membership in secondary |
| 31 | career education programs for grades 9 through 12 in the |
| 32 | subsequent year for courses that were not funded through dual |
| 33 | enrollment. The additional full-time equivalent membership |
| 34 | authorized under this paragraph may not exceed 0.3 per student. |
| 35 | Unless a different amount is specified in the General |
| 36 | Appropriations Act, the appropriation for this calculation is |
| 37 | limited to $15 million annually. If the appropriation is |
| 38 | insufficient to fully fund the total calculation, the |
| 39 | appropriation shall be prorated. |
| 40 | Section 8. By January 15, 2010, the Office of Program |
| 41 | Policy Analysis and Government Accountability shall submit a |
| 42 | report to the Governor, the President of the Senate, and the |
| 43 | Speaker of the House of Representatives on workforce education |
| 44 | programs. The report shall: |
| 45 | (1) Review student outcomes in workforce education degree |
| 46 | and certificate programs offered by community colleges, school |
| 47 | districts, and independent institutions that prepare students |
| 48 | for occupations not included on the locally targeted occupations |
| 49 | lists developed by Workforce Florida, Inc., or on the statewide |
| 50 | occupational forecasting list developed by the Workforce |
| 51 | Estimating Conference. This review shall include examination of: |
| 52 | (a) Successful program completion and licensure passage |
| 53 | rates. |
| 54 | (b) Employment placement rates and wages earned according |
| 55 | to industry. Such examination shall: |
| 56 | 1. Survey a statistically reliable sample of former |
| 57 | students to determine the rates at which students became |
| 58 | employed, and the wages earned, in the occupation for which the |
| 59 | workforce education program prepared the student. Survey |
| 60 | responses shall be cross-checked against available state data. |
| 61 | 2. Consider the effect that students who became self- |
| 62 | employed have on the employment rates determined under |
| 63 | subparagraph 1. |
| 64 | 3. Examine full-time, part-time, and contracted employment |
| 65 | as compared to other professions. |
| 66 | 4. Examine how the percentage of commission impacts total |
| 67 | wages as compared to other professions. |
| 68 | 5. Compare the demand rate resulting from job openings |
| 69 | annually to the demand rate for other professions. |
| 70 | 6. Examine program enrollment demographics by gender and |
| 71 | ethnicity as compared to such demographics for the occupation. |
| 72 | (2) Examine the cost-effectiveness of state funding for |
| 73 | the workforce education programs reviewed under subsection (1) |
| 74 | versus the provision of state financial assistance to students |
| 75 | for attendance at independent institutions that offer such |
| 76 | programs. Such examination shall consider: |
| 77 | (a) The availability of tuition waivers, scholarships, and |
| 78 | loans and the total cost for workforce education programs at |
| 79 | both public and independent institutions. |
| 80 | (b) The requirements for enrollment in public and |
| 81 | independent institutions. |
| 82 | (3) Review the funding model used to determine funding for |
| 83 | school district workforce education programs and provide options |
| 84 | for modifying the funding system that will ensure equity among |
| 85 | districts and access to these programs for students statewide. |
