       The Committee on Community Affairs (Wise) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Section 189.4221, Florida Statutes, is created
    6  to read:
    7         189.4221 Purchases from purchasing agreements of special
    8  districts, municipalities, or counties.—Special districts may
    9  purchase commodities and contractual services, other than
   10  services the acquisition of which is governed by s. 287.055,
   11  from the purchasing agreements of other special districts,
   12  municipalities, or counties that have been procured pursuant to
   13  competitive bid, requests for proposals, requests for
   14  qualifications, competitive selection, or competitive
   15  negotiations, and that are other otherwise in compliance with
   16  general law if the purchasing agreement of the other special
   17  district, municipality, or county was procured by a process that
   18  would have met the procurement requirements of the purchasing
   19  special district.
   20         Section 2. This act shall take effect July 1, 2009.

   25  and insert:

   27         An act relating to special districts; creating s.
   28         189.4221, F.S.; authorizing special districts to
   29         purchase commodities and contractual services from
   30         purchasing agreements of other special districts,
   31         municipalities, or counties; providing an effective
   32         date.
