4     Remove lines 34-76 and insert:
5     (d)  Enhance Florida's defense economy.
6     (2)  MEMBERSHIP.--
7     (a)  The council shall be composed of nine members. The
8President of the Senate, the Speaker of the House of
9Representatives, and the Governor shall each appoint three
10members as follows:
11     1.  The President of the Senate shall appoint one member of
12the Senate, one community representative from a community-based
13defense support organization, and one member who is a retired
14military general or flag-rank officer residing in this state or
15an executive officer of a defense contracting firm doing
16significant business in this state.
17     2.  The Speaker of the House of Representatives shall
18appoint one member of the House of Representatives, one
19community representative from a community-based defense support
20organization, and one member who is a retired military general
21or flag-rank officer residing in this state or an executive
22officer of a defense contracting firm doing significant business
23in this state.
24     3.  The Governor shall appoint the director or designee of
25the Office of Tourism, Trade, and Economic Development, the vice
26chairperson or designee of Enterprise Florida, Inc., and one at-
27large member.
28     (b)  Each of the appointed legislative members shall serve
29for a term of 2 years, commencing July 1 of each odd-numbered
30year. Each of the other appointed members shall serve for a term
31of 4 years, commencing July 1 in the year of appointment. A
32vacancy shall be filled for the remainder of the unexpired term
33in the same manner as the initial appointment. All members of
34the council are eligible for reappointment.
35     (c)  Members of the council shall elect a chair and vice
36chair to serve for terms of 2 years. The chair and vice chair
37are eligible to succeed themselves.
38     (d)  The members of the council shall serve without
39compensation but are entitled to reimbursement for per diem and
40travel expenses in accordance with s. 112.061, which shall be
41paid by the appointing legislative chamber or the Executive
42Office of the Governor, as appropriate.
43     (e)  The Office of Tourism, Trade, and Economic Development
44shall provide administrative support to the council.
45     (f)  The Secretary of Community Affairs or his or her
46designee, the Secretary of Environmental Protection or his or
47her designee, the Secretary of Transportation or his or her
48designee, the Adjutant General of the state or his or her
49designee, and the executive director of the Department of
50Veterans' Affairs or his or her designee shall attend meetings
51held by the council and provide
