    1                        A bill to be entitled                      
    2         An act relating to traffic control; providing for the
    3         synchronization of traffic lights by the Department of
    4         Transportation and local traffic control authorities;
    5         providing for benchmarks and monitoring; providing an
    6         effective date.
    7         
    8  Be It Enacted by the Legislature of the State of Florida:
    9         
   10         Section 1. (1) The Department of Transportation shall, by
   11  January 1, 2012, synchronize the traffic lights on highways,
   12  roads, streets, and other transportation arteries that connect
   13  the focal points of traffic interest within its jurisdiction and
   14  the roads, streets, or other transportation arteries that have
   15  relatively high traffic volume compared with other traffic
   16  arteries within its jurisdiction.
   17         (2)The traffic control authority within each county and
   18  municipality shall, by January 1, 2012, synchronize the traffic
   19  lights on highways, roads, streets, or other transportation
   20  arteries that connect the focal points of traffic interest
   21  within the respective county or municipality and the roads,
   22  streets, or other transportation arteries that have relatively
   23  high traffic volume compared with other traffic arteries within
   24  the respective county or municipality.
   25         (3) The Department of Transportation shall establish
   26  performance benchmarks using best practices for traffic-light
   27  synchronization by the state, counties, and municipalities in
   28  order to optimize traffic flow under this act. The department
   29  shall also monitor the progress on such benchmarks and provide
   30  information on such performance to the public on a regular
   31  basis.
   32         Section 2. This act shall take effect July 1, 2009.
