       recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Delete lines 67 - 71
    4  and insert:

    6  minimum personnel standards, and employee benefits. The Division
    7  of Administrative Hearings does not have jurisdiction to
    8  consider disputes relating to a request for proposal or the
    9  awarding of a request for proposal under this subsection.
