       Senator Deutch moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 448 - 457
    4  and insert:
    5  
    6         (14) The Tribe shall adopt a tribal employment relations
    7  ordinance that specifies the terms of an employee dispute
    8  resolution process and authorizes the right to self organization
    9  for the purposes of collective bargaining. The tribal employment
   10  relations ordinance shall include provisions that specify the
   11  rights and duties of the Tribe, the employees at the facility ,
   12  and their representatives, which are identical to those provided
   13  in the Compact Agreement between the State of California and the
   14  United Auburn Indian Community as amended on June 21, 2004.
   15         (15) The compact shall provide that the Tribe will use its
   16  best efforts to spend its revenue in this state to acquire goods
   17  and services from Florida-based vendors, professionals, and
   18  material and service providers.
   19         (16) It is the intent of the Legislature to review a
   20  compact entered into under the provisions of this section every
   21  5 years. It is the intent of the Legislature to consider the
   22  authorization of additional Class III games for operation by the
   23  Tribe based upon successful implementation of the compact and
   24  the history of compliance with the compact.

   31  maintain nondiscriminatory employment practices; requiring the
   32  Tribe to adopt an employee relations ordinance; specifying
   33  required provisions of the ordinance;
