       The Policy and Steering Committee on Ways and Means (Baker)
       recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Delete lines 27 - 34
    4  and insert:

    6  geographically suitable, and consistent with the requirements to
    7  assess real property at just value, the property appraiser may
    8  use image technology in lieu of physical inspection, and may
    9  review image technology, as the property appraiser deems
   10  necessary, to ensure that the tax roll meets all the
   11  requirements of law. Regardless of the data-collection method
   12  used, the property appraiser must collect and maintain on the
   13  assessment roll complete, accurate, and timely data on property
   14  characteristics to enable accurate and uniform just valuations
   15  required by ss. 192.042(1) and 193.085(1). Such data must be of
   16  sufficient quality, quantity, and timeliness to ensure
   17  compliance with all requirements of law for just valuations.
   18  During its in-depth reviews under s. 195.096 and consistent with
   19  s. 195.0012, the department is authorized to evaluate the
   20  completeness, accuracy, and timeliness of the data on property
   21  characteristics which a property appraiser collects and
   22  maintains on the assessment roll. Any such evaluations by the
   23  department may include, but are not limited to, a review of
   24  property size, condition, present use, and construction quality
   25  class. For its evaluations of the data on property
   26  characteristics maintained by the property appraiser, the
   27  department is authorized to conduct audits of the procedures
   28  used by a property appraiser pursuant to s. 195.096. However,
