A bill to be entitled
2An act relating to Broward County; providing for
3annexation and deannexation of certain described lands
4within the municipal limits of the Town of Southwest
5Ranches and the Town of Davie; providing an effective
6date.

8     WHEREAS, the Town of Southwest Ranches ("Ranches") and the
9Town of Davie ("Davie") entered into an interlocal agreement
10on June 4, 2008, pursuant to the Florida Interlocal
11Cooperation Act of 1969 relating to the permitting,
12maintenance, and future conveyance of S.W. 54th Place, and
13     WHEREAS, S.W. 54th Place is a rural dead end roadway that
14only accesses a small parcel of land located within the
15Ranches, and
16     WHEREAS, the eastern portion of S.W. 54th Place is divided
17between Davie and the Ranches and the western portion resides
18totally within the Ranches, and
19     WHEREAS, Davie currently neither maintains nor services
20its portion of S.W. 54th Place, and
21     WHEREAS, both municipalities desire to place this entire
22right-of-way into the Ranches, and
23     WHEREAS, in 2008, chapter 98-521, Laws of Florida, was
24amended to provide the Ranches with two members on the South
25Broward Utility Advisory Board, and
26     WHEREAS, the appointments are required to be a water and
27sewer user within the service area, and
28     WHEREAS, since most of the properties in the Ranches have
29wells and septic, very few properties have both water and
30sewer, and
31     WHEREAS, to increase the potential field of board
32appointments the Ranches desires for its appointments to be
33water or sewer users, NOW, THEREFORE,

35Be It Enacted by the Legislature of the State of Florida:
36
37     Section 1.  The lands contained in the following legal
38description are hereby deannexed from the Town of Davie, Broward
39County:

41ALL OF THAT STRIP OF LAND BEING 15 FEET IN WIDTH THE
42SOUTH LIMITS WHICH LIE 15 FEET SOUTH OF THE FOLLOWING
43DESCRIBED NORTH LIMITS OF SAID STRIP:
44BEGINNING AT THE EAST QUARTER (1/4) CORNER OF SECTION
4533 TOWNSHIP 50 SOUTH, RANGE 40 EAST, THENCE RUN SOUTH
4689°43'45" WEST (ON A GRID BEARING) ALONG THE NORTH
47LINE OF THE SOUTHEAST ONE-QUARTER (1/4) OF SAID
48SECTION 33 (SAID LINE ALSO FORMING THE NORTH MUNICIPAL
49BOUNDARY FOR THE TOWN OF DAVIE AND THE SOUTH MUNICIPAL
50BOUNDARY FOR THE TOWN OF SOUTHWEST RANCHES) 1321.55
51FEET TO THE TERMINUS OF SAID LINE. TOGETHER WITH THE
52NORTH 10.00 FEET OF LOTS 17, 18, 19, 20, 21, 43, 44,
5345, 46, 47, 48, AND 49 ACCORDING TO THE PLAT OF
54WATERFORD AS RECORDED IN PLAT BOOK 116 AT PAGE 43 OF
55THE PUBLIC RECORDS OF BROWARD COUNTY, FLORIDA. SAID
56LANDS SITUATE, LYING AND BEING IN THE TOWN OF DAVIE,
57BROWARD COUNTY, FLORIDA.
58     Section 2.  The present corporate limits of the Town of
59Southwest Ranches, Broward County, are hereby extended and
60enlarged so as to include, in addition to the territory
61presently within its corporate limits, the following:
