       The Committee on Commerce (Garcia) recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Delete line 320
    4  and insert:
    5         Section 4. Sections 1 and 2 of this act shall take effect
    6  October 1, 2009. Section 3 of this act shall take effect upon
    7  becoming law.
