A bill to be entitled
2An act relating to speed zones at K-12 schools; amending
3s. 316.1895, F.S.; requiring the installation of traffic
4and pedestrian control devices at certain K-12 schools
5unless a traffic engineering analysis determines that the
6devices are not necessary; providing an effective date.

8Be It Enacted by the Legislature of the State of Florida:

10     Section 1.  Subsection (1) of section 316.1895, Florida
11Statutes, is amended to read:
12     316.1895  Establishment of school speed zones, enforcement;
13designation.--
14     (1)(a)  The Department of Transportation, pursuant to the
15authority granted under s. 316.0745, shall adopt a uniform
16system of traffic control devices and pedestrian control devices
17for use on the streets and highways in the state surrounding all
18schools, public and private.
19     (b)  The Department of Transportation shall compile,
20publish, and transmit a manual containing all specifications and
21requirements with respect to the system of devices established
22pursuant to paragraph (a) to the governing body of each county
23and municipality in the state, and the Department of
24Transportation and each county and municipality in the state
25shall install and maintain such traffic and pedestrian control
26devices in conformity with such uniform system. Traffic and
27pedestrian control devices shall be installed at all public or
28private K-12 schools located on state roads unless a traffic
29engineering analysis, conducted according to standards developed
30by the Department of Transportation, determines that such
31devices are not necessary.
32     Section 2.  This act shall take effect July 1, 2009.
