    1                        A bill to be entitled                      
    2         An act relating to the Early Voting Task Force;
    3         creating the Early Voting Task Force; providing
    4         purpose, membership, and organization of the task
    5         force; requiring a report; providing for termination;
    6         providing an effective date.
    7         
    8  Be It Enacted by the Legislature of the State of Florida:
    9         
   10         Section 1. Early Voting Task Force.—
   11         (1)The Early Voting Task Force is created for the purpose
   12  of evaluating early voting practices in the state and making
   13  recommendations for the improvement of those practices.
   14         (2)The task force shall consist of 11 members.
   15         (a)One member shall be appointed by the Governor.
   16         (b)One member shall be appointed by the Secretary of
   17  State.
   18         (c)Nine members shall be chosen from among the county
   19  supervisors of elections, of whom:
   20         1.Three shall represent counties with fewer than 75,000
   21  registered voters and shall be selected by supervisors from
   22  within that group.
   23         2.Three shall represent counties with at least 75,000 but
   24  no more than 200,000 registered voters and shall be selected by
   25  supervisors from within that group.
   26         3.Three shall represent counties with more than 200,000
   27  registered voters and shall be selected by supervisors from
   28  within that group.
   29         (3)The members of the task force shall elect a chair and a
   30  vice chair from among its membership. The chair shall preside at
   31  all meetings of the task force.
   32         (4)The task force shall meet at the call of the chair or
   33  at the request of a majority of its membership.
   34         (5)The task force shall submit a final report of its
   35  findings and recommendations to the Governor, the Speaker of the
   36  House of Representatives, and the President of the Senate no
   37  later than November 30, 2009.
   38         (6)The task force shall terminate upon delivery of the
   39  report.
   40         Section 2. This act shall take effect upon becoming a law.
