       Senator Ring moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 114 and 115
    4  insert:
    5         (8) Notwithstanding any provision of law to the contrary,
    6  attorney’s fees and costs paid by a carrier to any attorney in
    7  connection with a proceeding under this chapter may not be
    8  recouped, directly or indirectly, or be included in any rate
    9  base or rate filing, or used to justify a rate or rate change.

   12         And the title is amended as follows:
   13         Delete line 7
   14  and insert:
   15         carrier or employer; prohibiting the recoupment of
   16         certain attorneys’ fees and costs or the inclusion of
   17         such items in rate bases, filings, or changes;
   18         providing an effective date.
