       The Committee on Health and Human Services Appropriations (Rich)
       recommended the following:
       
    1         Senate Substitute for Amendment (614176) 
    2  
    3         Delete lines 301 - 311
    4  and insert:
    5  benefit plans plan for employees; or
    6  	2. The potential enrollee is not covered by an the
    7  employer-sponsored health benefit plan; or
    8  	3. The potential enrollee is covered by an employer
    9  sponsored health benefit plan but the cost of the employer
   10  sponsored health benefit plan is more than 5 percent of the
   11  family’s income.
