The Conference Committee on CS for SB 10-A recommended the
following:
1 Senate Conference Committee Amendment (with title
2 amendment)

4 Delete everything after the enacting clause
5 and insert:
6 Section 1. Subsection (12) of section 215.5602, Florida
7 Statutes, is amended to read:
8 215.5602 James and Esther King Biomedical Research
9 Program.—
10 (12) For the 2008-2009 Beginning in fiscal year and each
11 fiscal year thereafter 2006-2007, the sum of $4.5 $6 million is
12 appropriated annually from recurring funds in the General
13 Revenue Fund to the Biomedical Research Trust Fund within the
14 Department of Health for purposes of the James and Esther King
15 Biomedical Research Program pursuant to this section. From these
16 funds up to $250,000 shall be available for the operating costs
17 of the Florida Center for Universal Research to Eradicate
18 Disease.
19 Section 2. Subsection (5) of section 381.922, Florida
20 Statutes, is amended to read:
21 381.922 William G. “Bill” Bankhead, Jr., and David Coley
22 Cancer Research Program.—
23 (5) For the 2008-2009 Beginning in fiscal year and each
24 fiscal year thereafter 2006-2007, the sum of $6.75 $9 million is
25 appropriated annually from recurring funds in the General
26 Revenue Fund to the Biomedical Research Trust Fund within the
27 Department of Health for purposes of the William G. “Bill”
28 Bankhead, Jr., and David Coley Cancer Research Program and shall
29 be distributed pursuant to this section to provide grants to
30 researchers seeking cures for cancer, with emphasis given to the
31 goals enumerated in s. 381.921. From the total funds
32 appropriated, an amount of up to 10 percent may be used for
33 administrative expenses.
34 Section 3. (1) If, during the 2008-2009 fiscal year, more
35 than $4.5 million has been transferred from the General Revenue
36 Fund to the Biomedical Research Trust Fund within the Department
37 of Health pursuant to s. 215.5602, Florida Statutes, any amount
38 in excess of $4.5 million shall be transferred from the
39 Biomedical Research Trust Fund to the General Revenue Fund by
40 March 15, 2009.
41 (2) If, during the 2008-2009 fiscal year, more than $6.75
42 million has been transferred from the General Revenue Fund to
43 the Biomedical Research Trust Fund within the Department of
44 Health pursuant to s. 381.922, Florida Statutes, any amount in
45 excess of $6.75 million shall be transferred from the Biomedical
46 Research Trust Fund to the General Revenue Fund by March 15,
47 2009.
48 Section 4. This act shall take effect upon becoming a law.

55 An act relating to biomedical research; amending ss. 215.5602
56 and 381.922, F.S.; revising the amount of annual appropriations
57 to the Biomedical Research Trust Fund within the Department of
58 Health; requiring that moneys transferred to the trust fund
59 during the 2008-2009 fiscal year in excess of specified amounts
60 be transferred to the General Revenue Fund by a specified date;
61 providing an effective date.
