1	House Memorial
2	A memorial to the United States Department of
3	Transportation, urging the United States Department of
4	Transportation to approve applications for funding the
5	federally designated high-speed rail corridor of Tampa,
6	Orlando, and Miami, Florida.

8	WHEREAS, President Barack Obama's vision for High-Speed
9	Rail in America provides federal funding for High-Speed Rail
10	under the American Recovery and Reinvestment Act of 2009, and
11	the availability of the funding is based on a competition among
12	eligible states, including the State of Florida, and
13	WHEREAS, the Florida Department of Transportation has
14	applied to the United States Department of Transportation to
15	fund the development of Florida's High-Speed Rail as outlined in
16	the High-Speed Rail Strategic Plan published by the Federal
17	Railroad Administration, and
18	WHEREAS, Florida offers many specific advantages to the
19	criteria being scored in the national competition for funds for
20	rail projects, and
21	WHEREAS, projects to develop High-Speed Rail in Florida
22	could create construction and permanent jobs, and
23	WHEREAS, Florida's unemployment rate for October 2009
24	reached 11.2 percent, and 1,027,000 people in Florida were
25	jobless among a state labor force of 9,175,000, and
26	WHEREAS, Florida is committed to a modern transportation
27	system and seeks a stable and sustainable financial foundation
28	for rail projects throughout the state, NOW, THEREFORE,

30	Be It Resolved by the Legislature of the State of Florida:
31
32	That the Florida Legislature urges the United States
33	Department of Transportation to approve the applications for
34	funding the federally designated high-speed rail corridor of
35	Tampa, Orlando, and Miami, Florida, now before the Federal
36	Railroad Administration of the United States Department of
37	Transportation.
38	BE IT FURTHER RESOLVED that copies of this memorial be
39	dispatched to the President of the United States, to the
40	Secretary of the United States Department of Transportation, to
41	the Director of the Federal Railroad Administration, and to each
42	member of the Florida delegation to the United States Congress.
